CORRUPT MISMANAGEMENT AND RECKLESS MISAPPROPRIATION AND EMBEZZLEMENT OF EDO STATE FUNDS TO THE TUNE OF N25 BILLION BY THE EDO STATE GOVERNOR IN CONNIVANCE WITH THE PRINCIPAL OFFICERS OF THE STATE CIVIL SERVICE IN THE GUISE OF FALSE AND NONE EXISTENT URGENT SECURITY CHALLENGES
INTRODUCTION

I am a concerned indigene of Edo state Nigeria and I hereby courageously forward the facts in this petition to your esteemed and reputable anti-corruption organization for your immediate and urgent investigation and prosecution. This petition is necessary and paramount in view of the enormity of the adverse and damaging impart these trend of corruption and misappropriation of Edo state funds is having on me and entire indigenes of Edo state. I am also propelled by my patriotic zeal to forward this petition in alignment with the anti-corruption stance of the President Mohammed Buhari led government of the Federal Republic of Nigeria.

Thus I am constrained to bring to your notice as a matter of urgency very serious allegations of corrupt mismanagement, reckless misappropriation and embezzlement of Edo state funds, as perpetrated by the incumbent Edo state Governor in connivance with the principal officers of the state namely M A Kadiri, B O Uloghobui, (Director, Government House), B I Emoedume (Permanent Secetary, Government House and Protocol,) Prof. Julius Ihonvbere (SSG) in the guise of false and none existent urgent security challenges.

FACTS OF THE CORRUPT MISMANAGEMENT, RECKLESS MISAPPROPRIATION AND EMBEZZLEMENT OF EDO STATE FUNDS TO THE TUNE OF N25 BILLION IN THE GUISE OF FALSE AND NONE EXISTENT SECURITY CHALLENGES  IN EDO STATE

I am in possession of information and many Edo State Government payment vouchers in proof of the fact that as a matter of tradition and character the incumbent Edo state Governor; Adams Oshiomole approves and withdraws an average of Five Hundred Million Naira (N500, 000,000.000) monthly in the guise of expenditure on undisclosed security challenges within the state. This has been the trend in all his years as Edo state Governor. I shall hereby attach some copies  of these vouchers [as exhibits] relevant to the prove of approvals and withdrawals made on false and none existent security challenges for the year 2014 only; which cumulatively sums up to billions of Naira belonging to the people of Edo state people.

FOR THE MONTH OF FEBRUARY, 2014; 

I hereby attach copies of some of the vouchers prepared on the approvals of the Governor for withdrawals by one Chief M. A. kadiri, for the purpose of  false and none existent security challenges as can been seen on the face of these vouchers. The copies of these vouchers are hereby attached and marked as Exhibit EDO 1 to Exhibit EDO 3B. Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.
The sums corruptly misappropriated by the Governor in connivance with his principal officers are as follows and respectively: Exhibit EDO 1 dated 03/02/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 2 dated 10/02/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 3A dated 18/02/14; One Hundred Million Naira (N100, 000,000.00) only. Kadiri, for the purpose of  false and none existent security challenges as can been seen on the face of these vouchers. Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.

This sum was removed in installments of One Hundred Million Naira (N100, 000,000.00) in four tranches and Fifty Million Naira (N50, 000,000.00) only in one go.  The copy of this cash note is attached and marked as Exhibit EDO 16. FOR THE MONTH OF JUNE, 2014; 
I hereby attach copies of some of the vouchers prepared on the approvals of the Governor for withdrawals by one Chief M. A. Kadiri, for the purpose of  false and none existent security challenges as can been seen on the face of these vouchers. The copies of these vouchers are attached and marked as Exhibit EDO 34 to Exhibit EDO 38 Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation. The sums corruptly misappropriated by the Governor in connivance with his principal officers are as follows and respectively: Exhibit EDO 34 dated 02/06/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 35 and 36 dated 06/06/14; Ninety Million Naira (N90, 000,000.00) only. Exhibit EDO 37 dated 10/06/14; Eighty Five Million Naira (N85, 000,000.00) only.
I hereby also attach a copy of cash note where Chief  M A Kadiri signed for Four Hundred and Fifty Million Naira only between the 10/06/14 and 30/06/14. This sum was removed in installments of One Hundred Million Naira                       (N100, 000,000.00) in three tranches and One Hundred of Fifty Million Naira (N150, 000,000.00) only in one go.  The copy of this cash note is attached and marked as Exhibit EDO 38. Kadiri, for the purpose of  false and none existent security challenges as can been seen on the face of these vouchers. The copies of these vouchers are attached and marked as Exhibit EDO 39 to Exhibit EDO 44 Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.
The sums corruptly misappropriated by the Governor in connivance with his principal officers are as follows and respectively: Exhibit EDO 39 dated 08/05/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 40 dated 15/05/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 41 dated 20/05/14; One Hundred Million Naira (N100, 000,000.00) only. I hereby also attach a copy of cash note where Chief  M A Kadiri signed for various sums of money. This sum was removed in installments.  The copy of this cash note is attached and marked as Exhibit EDO 44. FOR THE MONTH OF AUGUST, 2014; 
I hereby attach copy of a vouchers prepared on the approval of the Governor for withdrawal by one Chief M. A. Kadiri for the purpose of  false and none existent security challenges as can been seen on the face of the voucher. A copy of the said voucher with its approval is attached and marked as Exhibit EDO 17, 18 and Exhibit EDO 45 to 52. Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.
The sum corruptly misappropriated by the Governor in connivance with his principal officers is as stated in Exhibit EDO 17 dated 29/08/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 45 and 46 dated 01/08/14; Fifty Million Naira (N50, 000, 000.00) only. Exhibit EDO 47 and 48 dated 25/08/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 49 and 50 dated 20/05/14; One Hundred Million Naira (N100, 000,000.00) only.
 I hereby also attach a copy of cash note where Chief  M A Kadiri signed for various sums of money. This sum was removed in installments.  The copy of this cash note is attached and marked as Exhibit EDO 51 and 52. Copies of vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.

FOR THE MONTH OF NOVEMBER, 2014; 
I hereby attach copy of a vouchers prepared on the approval of the Governor for withdrawal by one Chief M. A. Kadiri for the purpose of  false and none existent security challenges as can been seen on the face of the voucher. A copy of the said voucher with its approval is attached and marked as Exhibit EDO 53 to 55. Copies of other vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.
The sum corruptly misappropriated by the Governor in connivance with his principal officers is as stated in Exhibit EDO 53 dated 06/11/14; One Hundred Million Naira (N100, 000,000.00) only. Exhibit EDO 54 dated 12/11/14; One Hundred Million Naira (N100, 000, 000.00) only. Exhibit EDO 55 dated 14/11/14; Seventy Million Naira (N70, 000,000.00) only. 
I hereby also attach a copy of cash note where Chief  M A Kadiri signed for various sums of money. This sum was removed in installments.  The copy of this cash note is attached and marked as Exhibit EDO 51 and 52. Copies of vouchers for further withdrawals of colossal sums in this same month can be retrieved in the course of a diligent investigation into this allegation.
  
THE HEAD

It should also be noted on the face of all the vouchers attached here that the head from which these illegal withdrawals are made is STATE SECURITY VOTE (011100100400) while the SUB HEAD is STATE SECURITY VOTE/ SECURITY VOTE INCLUDING OPERATIONS (22020604).

THE SCHEDULE: 

Also attached to this petition is a schedule of withdrawals for the purpose of these false and none existent security challenges in Edo state warranting the withdrawals of such huge sums from Edo state’s lean purse. The schedule is attached as Exhibit EDO 16. The withdrawals are endorsed by Chief M.A. Kadiri. It must also be noted that the Secretary to the State Government (SSG) is very much involved in these corrupt and illegal transactions which constitute an absolute betrayal of the trust invested in the Governor and some of his principal officers by the Edo state people.

THE EDO STATE POLICE SECURITY REPORT

Also attached to this petition is the police security records giving credence to the fact that there were no true and existing security challenges within the period when the Edo state Governor allegedly withdraw different colossal sums from the purse of Edo state people illegally. The said attached Edo State Police Security Record is marked Exhibit EDO 19.    

It is ironical that the Governor of Edo state has persistently accused the Local Government Council Chairmen of illegal withdrawals from their council’s purse when he is obviously involved in the same criminality and corruption. I am aware that the Governor is not immune from investigation while his principal officers can be simultaneously investigated and prosecuted for breaches of our anti-corruption and other relevant criminal laws.  More particularly sections 16, 19, 25, and 26 of the Independent Corrupt Practices and Other Related Offences Act, 2000.

CONCLUSION

This petition is an urgent call to save our souls by my people of Edo state and to give attention and act to steam this negative tide being perpetrated by the incumbent Government of Edo state. Much more excruciating is the fact that the debt profile of the state has increased in the course of this administration with our youths languishing in unemployment.

This was way back in January, 2016 and no noise had been made about it by the administration fighting corruption. The same administration that on one hand is harassing opposition governors, seizing their properties and freezing their bank accounts is yet to invite Oshiomhole over these allegations?
